Personally I think software development process scalability is just like software scalability - that is, if you add more "hardware", then you get more performance/throughput. Here "more hardware" just means more people.
An approach that doesn't scale doesn't produce results any faster no matter how many people you add.
I think the key to scalability is a good and solid architecture, clear & simple interfaces (to get low coupling between teams) and Feature Team based development model after the walking skeleton and related architectural/design guidelines are in place.
